|
President Ali Abdullah Saleh has won Yemen's
presidential election with more than 77% of the vote, Supreme Commission for
Elections and Referendum (SCER) announced Saturday evening. The SCER said
that Saleh got 4,149,673 votes at 77.17 % and the candidate of the Joint
Meeting Party, Faisal bin Shamlan, received 21.82% of the vote.
More than 6 million of 9.2 million registered voters cast ballots in the
elections, held on Wednesday, the commission said.
The commission also said that the independent candidate Fathi al-Azab got
24524 votes, Yassin Abduh Saeed, candidate of national council of
opposition, got 21642 votes, and an independent candidate, Ahmed al-Majeedi
got 8324 votes.

Al-Shareef: Electoral process

Head
of the Supreme Commission for Elections and Referendum (SCER) Khaled
Abdulwhab Al-Shareef confirmed Wednesday that the presidential and municipal
voting process is going on normally as planed for.
Al-Shareef who has been accompanied by a team of SCER members paid filed
visits to a number of constituencies in Sana'a city and praised the huge
numbers of voters who went to cast their votes for their president and
representatives in municipal councils.
"The huge numbers of male and female voters reflect the level of the
democratic understanding of our people who enjoy the entire constitutional
right in practicing their democratic rights in the voting process," Al-Shareef
said. |

Millions voters heads for ballot boxes |

In the 2nd Direct Presidential
and Local Councils Elections since the Yemeni
unification in May 22nd 1990, Millions of the Yemeni
voters headed on Wednesday for their electoral centers
to vote
for the president post and the members of the municipal
councils.
Five
candidates are competing for the president post, they
are: the candidate of the General People's Congress
(GPC) Ali Abdullah Saleh, the candidate of the National
Council for Opposition (NCO) Yassin Abdu Saeed No'aman,
the candidate of the Joint Meeting Parties (JMP) Faisal
Bin Shamlan and two independent candidates Ahmed
Abdullah Al-Majeedi and Fathi Al-Azab.
Meantime, 1612 candidates compete for the seats of the
local councils at the governorate level that reach at
431 seats, while 18,901 candidates competing for 6,896
seats of the local councils at the district level.
The electoral committees have begun their duties in 333
districts, in which there are 5620 electoral centers, at
8:00 am on Wednesday morning to receive the voters who
reach at 9,247,370 voters including 3,900,565 female
voters.
21 supervisory committees, 333 main committees at the
districts level, 5620 main committees at the governorate
level and 27,000 sub-committees included 11,733 female
sub-committees participated in managing this election.
89,000 security officers and soldiers were spread all
over the electoral centers to provide the necessary
security protection for the election's process that
occurred under local and international observation.
About 45,000 local observers and more than 400
international ones represent so many Arab and
international organizations are taking part as observers
on the elections. |

18762 Candidates for Municipalities,
Independents Come first |

The
Supreme Commission for Elections and Referendum (SCER)
announced Monday that it has ceased applying the single
electoral constituency system in the presidential
election, which is incorporated in the article No. 5 of
the general elections and referenda law No.13 for 2001,
as suspicions increasingly mounted about this system.
The Article No. of elections Law for 2001 stipulates
that for the purpose of presidential elections and
general referenda, the republic

considered to be as a single electoral constituency that
voter has the right to cas this vote in any electoral
center that he has his own identity card or any other
official document carrying his photo.
The SCEr said at a press conference held Monday that it
took this decision after doubts had increased over this
system.
The SCER Chairman, Khalid al-Sharif stated at the press
conference that the SCER has finished the arrangements
for conducting the presidential and local councils
elections Wednesday.
The official results of the presidential elections will
be announced through 72 hours of the poll according to
the law and the vote counting will beat the headquarters
of the sub-committees, he said.
The state has designated about 10 billion YR for the
election process out of which more than 7 billion for
the electoral and security committees, Al-Sharif said.
He also said that there is 45,000 local and
international observers who will take part in the
observation on the elections. |

The Senior official of the
Supreme Commission
for
Elections and Referenda (SCER) Alwi al-Mushoor, head of
the civil society organizations sector, said Sunday in a
press conference that the total number of the candidates
for the local councils elections reached 18762, out of
them 6659 candidates for the General People Congress,
3636 candidates for the Yemeni Congregation for Reform,
891 for the Yemeni Socialist Party, 250 candidates for
the Nasserite Union Party, and 6793candidates are
independent, the balance distributed to the rest of the
parties.
On the other side, Abdul-Ganadi, a head of the Awareness
and Information Sector warned the drivers of the state's
owned vehicles of sticking the candidates photos on the
car owned by the state. He pointed out that the SCER
will take the legal acts against anyone violates the
rules of the law of elections. |

The SCER prints electoral documents

The Supreme Commission for
Elections and Referendum (SCER) has accomplished printing
the documents pertaining to the presidential election of
the election day and started to print the documents of
the local councils.
The SCER expressed its regret because the Joint Meeting
Parties (JMP)have not yet delivered list of their
representatives in the ballot committees. Dr. Mohammed
Al-Syani, head of SCER technical affairs and planning
sector said on Thursday in a press conference held in
the SCER media center that the commission is belated
10days with respect to the announcement of the names of
the ballots committees because the JMP didn't handover
the names of their representatives in the
committees. "The SCER is to announce the names of the
ballots committees within two days afterward receiving
the rest names from the JMP today as they promised to
present them," Al-Syani said.
Al-Syani expressed
his surprise over the concerns of the JMP about taking
the electronic version of the electoral registration.
He said" it seems that the JMP want something else, if
they want the electoral registration to get acquaintance
with the names and data of the voters, we are ready to
give them papers and lists of the names and photos of
electors for reading, but they are insisting to get disc
liable for electron processing."
He also said that the SCER has fear that the disc might
be circulated while it contains the voters information
and photos, particularly female voters which are the
most confidential data that SCER is very keen to keep
their privacy.
Al-Syani pointed out that the SCER has got 81,030 ballot
boxes under the supervision of 27,010 committees, out of
them 15, 267 males committees. He denied allegations
that there are exceptional balloting centers and said"
there are only an additional committees amounted 333
committees to receive voters under the single
constituency system which offer the chance for the
electors who couldn't vote in his constituency". |

SCER urged again presidential
election candidates to respect the propaganda
regulations, the goals and contents of the electoral
programs apart from such political accusations.
Member of Supreme Commission for Elections and
Referendum and Chief of Information and Awareness Sector
Abdu Mohammed al-Janadi said that electoral races should
not change into political deceptions and rejecting
others, it is a harm for all and no one benefit from it,
only the enemies of democracy who get advantage.
Al-Janadi demanded the presidential election candidates,
political parties, interested organizations and party
presses to avoid all defamation, offend and exaggeration
of the electoral promises.
He expressed his hope that electoral propaganda not to
change into totalitarian and dictatorial speeches out of
the democratic sphere. |

that it would hold a press conference on Thursday for
the political parties and organizations.
The head of Information Sector in SCER, Abdu al-Janadi,
said that the press
conference would focus on the parties commitment to the

The Supreme Commission for
Elections and Referendum (SCER) affirmed on Wednesday
that the presidential and local elections would be
transparent and with a multifaceted monitory including
all parties, political groups, civil society
organizations and international supervisors.
It considered the coming elections as the best in the
region and it is a step in the correct direction towards
peaceful power transferring.
Chairman
of SCER, Khalid Abdul-Wahab al-Sharif, confirmed in the
opening of SCER Information Center to cover the upcoming
presidential and local elections confirmed the
commission commitment to transparency in offering
information about the local and presidential elections
for all local, Arab and international media outlets and
observers.
He pointed that the
journalists have to commit to honesty and facts and to
accurately reports events.
He also called journalists to play effective role in
electoral awareness and practice their democratic rights
to serve the country interests.
On the other hand, the head of Information Sector in
SCER, head of the Information Center, Abdu al- Janadi
said that the local and presidential elections 2006
would not be administrated by one party, but it is
shared by all competitors.
The opening ceremony was attended by minister of
information Hassan al-Lawzi, mayor of Sana'a Yahya al-Shoaibi
and chairmen of different media institutions. |

More than 126,000 to supervise

Chairman
of the Civil Society Organizations and Observation
sector in the Supreme Commission for Elections and
Referendum (SCER) Alawi Mashhor said that 126,390
observers, representing political parties, foreign
organizations and local civil
society organizations, would participate in observing the
forthcoming presidential and local elections.
Mashhor said that 36 local organizations presented
19,244 requests to observe the elections while the
General people's Congress, Joint Meeting Parties
presented 35,146 supervisors, pointing out that there
was no limits for the number of observers in the
elections.
He said the SCER was about to complete distributing the
cards for all participants in the supervision process.

Referendum (SCER) announced on Tuesday resumption of receiving of
candidates for the local elections for not more three days in some
districts across the country where the number of the candidates was not
meet quorum.

Awareness campaign on presidential &
local elections launched |

In cooperation of UNDP, the Supreme Commission
of Elections and Referendum (SCER) inaugurated on Tuesday the election
awareness campaign for the presidential and local councils elections
2006.
The launching ceremony was attended by representatives of civil society
organizations, party and local media papers as well as governmental
officials.
In the lunching ceremony, the head of media sector in SCER Abdu al-Janadi
wished the campaign would combat ignorance, saying "with out ignorance
we can realize all the political, economic, and social advantages."
He pointed out that the coming elections would be the best process and
distinguishes with transparent and freedom.
He considered the elections box as the only door to reach the power,
calling to respect the democratic means based by rules of SCER.
The chief of experts in UNDP international assistance project John
Landri said the campaign needs support of international community and
organizations to bring it into success.
He asked the organizations of civil society and participating
international organizations to take active role in spreading awareness
among citizens in the rural area.

Head of the civil organizations in the Supreme
Committee for Elections and Referendum SCER Alawi Mashhuor called on
Thursday all political parties to support women to candidates in coming
local elections.In a meeting with representatives of non-governmental
organizations and women societies, Mashhuor said it's the proper time
for all parties to encourage and support women and there is enough time
for parties to encourage women submit their candidature applications for
the local elections.
