SCER: Date of
1,135,000 new legal voters inserted

SANA'A, Jan. 13 (Saba)-
The Technical and Planning
Committee of the Supreme Commission for Elections and
Referendum (SCER) said on Tuesday that it has inserted
date of 1,135,000 new legal voters in the SCER database
In its meeting, the SCER listened to the report over
efforts of the committee in inserting the date of new
voters.
The commission also listened to the comments of the
committee of the legal affairs over draft of memo of
understanding with the International Foundation for
Election Systems (IFES) over technical and
administrative assistance to the commission.
The commission formed team headed by the SCER chairman
to discuss with the IFES over those comments.

Courts' sentences on
electoral appeals to be announced next week

SANA'A, Jan. 08 (Saba) -
The electoral committees will
announce the sentences of courts on the electoral
appeals within five days, member of Supreme Commission
for Elections and Referendum (SCER) said on Thursday.
The Head of Planning and Technical Affairs Sector in the
(SCER) Mohammed al-Sayani emphasized on Thursday that
the specialized primary courts will finish on Saturday
looking into the electoral appeals submitted to them .
Al-Sayani added that till last Wednesday, information
and photos of 900 thousand voters who registered their
names in the voter registers during the process of
reviewing and amending voters registration in 2008 have
been entered .
In a statement to 26September, al-Sayani stated that the
works of reviewing data which were conducted by a
specialized technical team, who are working in 4 shifts,
will be finished by the current month.
He also pointed out that the technical sector has
counted those cases and transferred them to the
prosecution which are 130,000 cases of repeated names
and 40,000 cases of illegal age ones.
The process of reviewing and amending voters
registration will be finished in February followed by
the voting phase for which the President will issue a
decree of calling on voters to vote in the parliamentary
election on 27 April .

SCER discusses final
report on supervising voters' record

SANA'A, Dec. 31 (Saba)-
The Supreme Commission for
Elections and Referendum reviewed in its Wednesday's
meeting final report on receiving applications for
participation in monitoring reviewing voters records.
The report includes comprehensive statistics of
applications for participating in monitoring voters'
records and a number of suggestions aiming at promoting
process of electoral control for the forthcoming period.
According to the report, licenses granted for
participants in the election process have reached
17,285. The committee approved recommendations included
in the report and authorized concerned sectors to carry
out them.
The commission reviewed report presented by head of the
SCER's technical sector over the ongoing process and the
process of technical input of voters' data and photos.
According to the report, data and photos of 600,000 new
voters have been included in voters' records.
The commission reviewed report over the project of memo
of understanding between the SCER and International
Federation for Election System for supporting women in
elections and referred it to law affair sector.

SCER, IFES discuss
cooperation

SANA'A, Dec. 30 (Saba)-
Head of the Technical and
Planning sector at the Supreme Commission of Elections
and Referendum (SCER), Mohammed al-Sayani held a meeting
with the executive director of the International
Foundation for Election Systems IFES in Sana'a Better
Williams over technical cooperation between the
commission and the IFES.
They also reviewed outcomes of the revising phase for
the voters' lists which resulted in discovering 165,000
cases of repeating and under legal age.
Al-Sayani briefed the IFES official on the legal
measures taken by the commission to refer these cases to
the prosecution.
The IFES voiced readiness of the foundation to offer
technical assistance to the SCER in this regard,
highlighting efforts of the commission during the phase
of revision.

SCER unearths 165, 000
repeated cases in voters' documents

The Supreme Commission for
Elections and Referendum (SCER)discussed in its meeting
held on Wednesday report presented by heads of technical
and legal sectors over repeated cases registered in
voters records.
According to the report, the process of checking up and
revising unearthed 125,000 repeated cases in the voters'
records, in addition to 40,000 cases under legal age.
The commission approved referring these violations to
the prosecution and authorized the heads of the two
sectors to follow up the process of checking up and
revising and refereeing violations to the prosecution.
The commission also reviewed report presented by the
heads of the two sectors over violations committed by
some electoral committees during the process of revising
and amending new voters' records.
The commission approved referring committees which
committed these violations to prosecution for taking law
measures against them. It also directed a memo to
minister of education for taking legal and
administrative measures against the violators.

IFES hails SCER
preparations for coming parliamentary election

The International Foundation
for Election System (IFES) praised on Saturday processes
of inputting voters' data and clearing the photo
electoral roll carried out by the Supreme Commission for
Elections and Referendum (SCER).
Head of the Technical Affairs and Planning Sector at the
SCER Mohammed al- Sayani reviewed here on Saturday with
the IFES Executive Director in Sana'a Peter Williams
results of revise and amendment stage of the voters'
lists.
They also discussed processes of registering, deleting
and checking the electoral registry and the automatic
input of the voters' data and photos as a part of the
preparations for the upcoming parliamentary elections on
April 27th.
Williams was briefed on the activities of the technical
committees, particularly in the field of automatic input
of the voters' data and deletion of the deceased and
repeated data..

Amsterdam University
students visit SCER headquarters

Member of Supreme Commission
for Elections and Referendum Mohammed al-Sayani together
with Abdo al-Junaid met on Tuesday with a students
delegation from the Political Science Department of
Amsterdam University of Netherlands and the Middle East
Studies Collage in Sana'a.
Al-Siyani and al-Junaid presented detailed explanations
about SCER as neutral, independent constitutional
authority, constitutional, legal procedural steps and
activities being implemented by the SCER to carry out
its tasks according to constitutional and legal merits
for general election activities.
They also reviewed electoral division of all
governorates of the Republic and a number of
parliamentary electoral constituencies and electoral
centers and local districts in addition to the previous
three parliamentary and two presidential electoral
rounds witnessed in Yemen, and women's participation as
candidates and voters.

management symposium in Beirut

The Supreme Commission for
Elections and Referendum SCER has finalized process of
receiving documents of reviewing the 2008 voters'
tables, head of the technical affairs and planning
division at the commission Mohammed al-Sayani said on
Monday.
In his statement to Saba, al-Sayani said that the
commission is inserting date of the voters as first
phase and then pictures.
He added that another team is working to review the
tables to find out cases of reputation and other illegal
cases.

The Supreme Commission for
Election and Referendum (SCER) is to represent Yemen in
symposium on the election management to be held in
Beirut on December 4 – 5.
In response to an invitation from the International
Foundation for Election Systems (IFES), a delegation
from SCER presided by the chairman of Foreign Affaires
Ja'afar Ba-Saleh headed on Tuesday for the Lebanese
Capital, Beirut, to participate in the symposium.
Ba-Saleh told Saba that the symposium organized by IFES
would address the election Legitimacy, the role of
monitoring bodies in managing election and the
international standards for enhancing transparency in
addition to media controls.
He highlighted that the delegation would review the
Yemeni election experience and its previous achievements
in this regard.
On the sidelines of the symposium, Ba-Saleh will held
bilateral talks with the concerned bodies to discuss
aspects of cooperation.

elections should resign form state posts before mid of December, says SCER

Elections and Referendum SCER approved on Monday a
notice- be sent to state officials and members local
councils who want to nominate themselves for the
membership of parliament- to resign from their posts
before 17th December, 2008.
Then, the SCER discussed a reported presented by the
head of the legal affairs department over appeals on
phase of reviewing voters' lists.
The commission also discussed a reported presented by
the head of the civil society organizations over
reviewing requests of participation in monitoring on
elections phases.

succeeded .
In this regard, the electoral subcommittees across the
republic finished Tuesday evening the 15-day process.
The head of the Electoral Information and Awareness
Division at the SCER Mr. Abdu Mohammed al-Janadi said
the number of the newly registered voters reached
1.118.941 from both males and females according to the
initial statistics, indicating that the field reports
are still incoming to the SCER .
Mr. al-Janadi stressed that the numbers of new voters in
the voters' lists remarkably came in accordance with the
estimates specified by the SCER's statistical studies.
He pointed out that the invitation to boycott
registration committees was a punctilio invitation and
appeared only in media.
The number of stalled registration centers fell below
the 100 centers during the last two days, al-Jundi said.
On the other side, head of the supervising committee in
Saada province Mr. Ahmed al-Adwal mentioned that the
numbers of new voters in the province reached 4873 male
and female voters during.
He said all registration centers normally carried out
their tasks except one center which was held up because
of tribal disputes.

Over 400,000 Yemeni voters
registered within 6 days |

SANA'A, Nov.17 (Saba)-
The number of new voters
registered their names in voter registration records
during the last six days reached more than 400,000
voters, a member of the Supreme Commission for Elections
and Referendum (SCER) said on Monday.
Mr. Abdu al-Janadi said that the reviewing and amending
process of voters' records started last Tuesday in all
governorates of the country.
He affirmed that the process is continuous incessantly
in the framework of preparation steps for the upcoming
parliamentary elections to be held April 2009.
Meanwhile, Dr. Mohammed al-Sayani, member of SCER, said
the number of observation committees are extremely
identical with what the SCER expects.
The number of the voters who requested their voting
places to be changed reached 16418 males and 5020
females.

SCER sorrows over JMP acts to
ban some committees to do their legal tasks |

SANA'A, Nov.15 (Saba)-
Supreme Commission for Elections and Referendum (SCER)
expressed on Saturday sorrow over acts of some
leaderships of Joint Meeting Parties JMP to ban some
electoral committees to do their legal tasks.
The SCER called on governors, local council and security
bodies to take legal measures against these people who
do such "electoral crimes" to referee them to the
prosecution.
The commission also discussed daily report from the main
center of communication and follow up over works of the
electoral committees.
According to the report, 150,000 new voters have been
registered by the committees until Friday.

200.000 new voters head to
registration centers so far |

SANA'A, Nov.15 (Saba)-
During the first three days of the processes of voter
roll revision and rectification, almost 200.000 new
voters headed to the voter registration centers to
register their names.
This comes as the processes were launched early this
month.
Abdul Janadi, head of the information and election
awareness section at the Supreme Commission for
Elections and Referendum SCER said the number of who
newly registered their names reached 139.540 female and
male voters so far at all electoral centers across the
republic.
He said the number of the voters who requested their
voting places to be changed or to get new ballot cards
reached 50.000.
He said the processes of voter roll revision and
amendment were going ahead well, rather in a way better
than the past, adding that the registration rate comes
as projected.
The voter numbers showed the interest of the public in
taking part in the upcoming election.
On Tuesday, committees in charge of revising and
correcting the 2008 voter rolls started their work at
5620 electoral centers throughout the country.
In late September, the SCER, for the first time,
approved the participation of female educationists in
electoral main committees and subcommittees.

(SCER) has discussed here with the United Nations
Development Program (UNDP) technical support the program
may offer to hold the next parliamentary election in
2009.
The head of Technical Affairs and Planning Sector
Mohammed al-Sayani has held talks with the UNDP expert
Karin Hung over mutual cooperation between the two
sides.
During the meeting, they have been reviewed steps taken
by the SCER to implement revise operation of voters'
lists and to prepare for the 2009 parliamentary

The Supreme Committee
for Elections and Referendum reviewed on Wednesday
report on the process of revising and regulating voters
records.
The report indicated that the process is going in 95
percent of the 5620 election centers as planned except
in some centers where the process halted due to tribal
and social demands.
According to the report, the number of registered people
in the voters' records during the first day of revising
process has reached 55 thousands male and female voters.
The committee that expressed pleasure of the ongoing
process of the election argued concerned bodies for
cooperation with the SCER and exert efforts for
enlightening voters, especially women in this period on
participating in the upcoming elections.

Head of the Supreme Commission
for Elections and Referendum SCER Khalid Abdul Wahab al-Sharif
held on Tuesday talks in Washington with deputy
assistant of Secretary of State for Democracy, Human
Rights and Labor Erica J. Barks-Ruggles.
The talks discussed several issues, including the
matter of training Yemeni cadres of monitoring polls as
well as providing modern equipment for the SCER.
Al-Sharif said Yemen is sparing no efforts to promote
the women's participation in elections and presenting
democratic concepts in the curricula as well as
improving electoral legislations.
He hailed the successful US presidential elections,
affirming the importance of learning from such
experience.
For her part, Barks-Ruggles expressed the US keenness to
strengthen its relations with Yemen, pointing out that
the US is closely monitoring the latest developments on
the Yemen arena.
She praised the democracy in Yemen and the Yemeni
government efforts to preserve human rights, pointing to
the last Yemen presidential elections which were
considered as a pilot democratic experience in the
region.
Barks-Ruggles also voiced the US interested in
supporting the Yemeni government to hold the upcoming
parliamentary elections on time and hopes that the
elections come off.

discuss support for upcoming election

Supreme Commission for
Election and Referendum (SCER) and the United Nations
discussed here on Tuesday the UN support for the coming
election.
The Head of SCER's Foreign Affairs sector J'afar
Ba-Saleh held talks with the UN Resident Coordinator Ms.
Pratibha Mehta the international assistance to Yemen via
the United Nations Development Program (UNDP) to enhance
the institutional capacities, carry out the electoral
awareness programs and to strengthen the women
participation in the upcoming election.
The meeting dealt with the possibility to prop up the
SCER's plans and programs to outfit the information
center and establish a regional center for electoral
training.
Ba-Saleh briefed the UN's official on steps the SCER has
made to prepare for the imminent Parliamentary election,
renewing the welcome of the international bodies want to
monitor the electoral process.

New voters
register for 2009 parliamentary elections

NOV 10 (Saba)
- With domestic and
international observation, 11.240 electoral committees
at 5620 registration centers across the republic have
begun receiving registration applications of new voters,
a move with which subcommittees start revising and
amending the voter rolls.
This comes as a lead up to the fourth parliamentary
elections ,since the reunification of the north and
south in 1990, and that would be held in February, 2009.
The Supreme Commission for Elections and Referendum SCER
has urged nationals, who like to register their names in
the voter lists but those who didn't register their
names in the past, to head to the registration centers.
The SCER has also asked those who wish to transfer their
vote places to head to the centers.
In a statement, head of the technical affairs and
planning section at the SCER Muhammad al-Sayani asked
the electoral committees to exercise maximum accuracy
while revising and amending the voter rolls, register
full accurate information, and adhere to the SCER
regulations of the process.
